With more than 27 years of operational policing experience, Andy Napper is a recognised specialist in counter terrorism search planning, protective security and public safety. During a policing career spanning almost three decades, he spent more than 19 years working in specialist counter terrorism roles, supporting the planning and delivery of security operations for nationally significant events and Royal visits.

His experience includes deployments at the G20 Summit, the London 2012 Olympic Games, the G8 Summit in Northern Ireland, COP26 and the State Funeral of Her Majesty Queen Elizabeth II. He has also contributed to national policing governance and the development of operational capability across UK policing.

Today, Andy is Co-Founder and Managing Director of Martyn's Law Compliance Limited, where he has helped develop an innovative compliance platform that enables organisations to understand their legal obligations, strengthen governance and demonstrate preparedness under the Terrorism (Protection of Premises) Act 2025. His practical approach is shaped by real operational experience, helping organisations move beyond compliance paperwork and build effective, evidence-based resilience.
